As part of a series on the race to succeed Angela Merkel as German chancellor, POLITICO's Chief Europe Correspondent Matthew Karnitschnig spoke to Armin Laschet, premier of the state of North Rhine-Westphalia. Laschet is one of three candidates in the running to take over the leadership of the governing center-right Christian Democrats (CDU). The following is a transcript of the interview, lightly edited for length and clarity. Migration POLITICO: How do you think the crisis in Moria should be resolved? LASCHET: We need a European solution. The refugees are not only on Greek soil, they're also in Europe and that's why we must help Greece. POLITICO: Moria is just a symptom of a larger problem. How should Europe tackle the longer-term questions surrounding migration? LASCHET: The issue of migration and the pressures on Europe are going to remain. We can't leave the country on Europe's periphery alone. If we want to avoid a situation like in 2015, we have to address the problem at the EU's external borders and not on the frontier between Germany and Austria when all of a sudden hundreds of thousands are standing at the door.

LASCHET: When there are violations, they are also bound by rulings of the Court of Justice of the European Union. And there are also financial sanctions. POLITICO: But these countries tend to protect one another … LASCHET: There are still possibilities to exercise influence. POLITICO: You were one of the few regional leaders in Germany to oppose — and prevent in your own state — border closures in response to the pandemic. They've since been lifted everywhere. Do you feel vindicated? LASCHET: The closures were a mistake that can't be repeated. It was crazy to think one could halt the virus at a border gate. That's why we left the borders open in North Rhine-Westphalia. Today everyone says: 'Next time, we'll leave the borders open. ' I think that's confirmation I was right. POLITICO: It's often said in Germany that your politics are identical to Angela Merkel's. Is that your impression as well? LASCHET: I determine my own political course. If the largest federal state and the federal government approach the most important issues hand in hand, that's without question good for the region.

I agree with the chancellor. Transatlantic relations POLITICO: Relations between Germany and the U. S. are also difficult at the moment. Do you think the transatlantic alliance should remain a pillar of German foreign policy? LASCHET: Yes, a close transatlantic relationship helps both Europeans and Americans. There are, by the way, many people in Washington and the states who remain dedicated to the transatlantic alliance. We need to build on that. POLITICO: Why then is the relationship so difficult? Does Germany need to "take on more responsibility, " as we often hear from Washington? LASCHET: Germany is prepared to take on more responsibility. But first, one has to recognize that transatlantic trade relations are good and necessary. I regretted that TTIP [the Transatlantic Trade and Investment Partnership] wasn't realized. We have to continue to work on closer trade relations. POLITICO: Does that mean you'd try to pursue a TTIP 2. 0? LASCHET: Every new government has to work to expand trade relations.

There aren't that many regions in the world with similar values, so Europe and America have to rely on each other. POLITICO: And on the military front? LASCHET: The cooperation with the U. in NATO will remain existential. I think that's true for both sides, not just Europe. Germany needs to make a greater contribution, both financially and militarily and we have to strengthen the European pillar. The Franco-German cooperation in the context of the Aachen Treaty and the efforts within the EU are of crucial importance. In the end, the transatlantic alliance will benefit. European Union POLITICO: You are considered a proponent of the EU's expansion. Do you not understand the reservations of its opponents? LASCHET: I completely understand the concerns, but the alternative of leaving them [certain neighboring countries] outside would have greater consequences, none of which are good POLITICO: How do you think the EU should deal with countries like Hungary and Poland that openly flout EU rules now that they're in the club?
